Therefore, the Energy Conservation Section of many Building Codes, including the New York State Code, requires that if more than 12 inches of a basement wall is above grade, the wall shall comply with an insulation R-Value minimum of R-13 in order to be considered habitable space. R-Value is a measure of thermal resistance and indicates how well a material insulates against heat loss. The larger the value, the greater the resistance to heat movement and loss.
